Biography

Graduate from the Mexican Autonomous National University (UNAM) with a Law degree, 1965, Summa Cum Laude.

More than 50 years experience in the Mexican energy sector, including the Electricity Federal Commission (CFE), the Ministry of Energy (SENER), the then National Commission for the Energy Saving (CONAE), the Energy Regulatory Commission (CRE) and Petroleos Mexicanos (PEMEX).

His work experience at the CFE includes: Legal Advisor and General Attorney In Fact, Coordinator of the Construction Department, Private Secretary of the General Director and Coordinator of the Programming Department.

At the SENER he acted as the Advisors Coordinator for the Energy Deputy Minister, Advisor to the Hydrocarbons Deputy Minister and Consultant to the CONAE.

At the CRE he collaborated as the Legal Affairs General Director and in PEMEX, he worked as Advisor of the Contracts Deputy Director.

He has provided advice on energy matters to domestic and foreign companies. He has been a law professor at the National Polytechnic Institute and at the Anahuac University on the Masters Degree Program.

He is the author of several articles and co-author of the book "The Electric Sector in Mexico", Fondo de Cultura Económica, Publishing House, Mexico, 1994.

Graduate from the Iberoamerican University (UIA) with a Law Degree, 1992, Summa Cum Laude.

He obtained a Masters Degree in Law (LLM) from the University of Cambridge, United Kingdom, 1997 and Doctorate Degree (PhD) from the University of Milan, Italy, 2012.

He won first place in Law and first place in the eight participating degrees in the "XIX Professional Thesis Annual Contest" promoted by the National Chamber of Commerce of Mexico City (CANACO), 1994.

He was an associate at the Caraza and Morayta, S.C. Law Firm, 1990-1996. He has work experience at the International Court of Arbitration of the International Chamber of Commerce (ICC), Paris, France, 1998; at the Arbitration Institute of the Stockholm Chamber of Commerce (SCC Institute), Stockholm, Sweden, 1999; at the American Arbitration Association (AAA), New York, USA, 2000.

He was appointed as the Mexican Expert in the project "APEC ADR EEP 2000" promoted by the Japan Commercial Arbitration Association (JCAA), 2000-2002.

He has provided advice on corporate, energy and arbitration matters. He has been a professor at the Iberoamerican University and at the Monterrey Technology Institute of Higher Education (ITESM), Mexico City Campus.

He is the author of several articles and of the books "Mexico before the International Commercial Arbitration", Porrúa, S.A., Publishing House, 1999 and "ADR at the International Oil & Gas Industry, the PEMEX Case (a legal and socio-legal analysis)", Lap Lambert, Academic Publishing, 2016.
